The tenure of some Deans, Sub-Deans and Heads of Departments will expire on 31st July, 2014.

You are, therefore, expected to set in motion the machinery for the appointment of qualified academic staff to fill the vacant positions effective from 1st August, 2014.

The following are the guidelines for the election/appointments:

 

ELECTION OF DEANS OF FACULTIES

In line with the Government White Paper on the Visitation Panel reports of 2007 as approved by Council, the following are the regulations guiding eligibility for the appointment as Deans of Faculties.

 

(i.)      Only Professors are qualified to be Deans of Faculties

(ii.)     In the absence of a Professor, a Reader can act as a Dean of Faculty subject to the approval of the Vice-Chancellor.

(iii)     In the absence of a Reader, the Vice-Chancellor will oversee the activities of the Faculty.

 

In view of the foregoing:

(a)       Deanship election shall be contested for by the Professors in the Faculty.  A Dean shall serve for two years renewable through election for another term of two years only.

(b)       In case where there is only one eligible Professor in the Faculty, election would still hold to ascertain the suitability or otherwise of such a Professor as Dean.

(c)      A Professor having served two consecutive terms shall no longer be eligible to contest until after two years have elapsed.

(d)      In a Faculty where there are/is no eligible Professor(s), the election would be contested for among the Readers in the Faculty.  In the absence of a Reader, the Vice-Chancellor, as the statutory overseer will appoint a suitable person to assist him in overseeing the Faculty.

(e)      Election organized in condition stipulated in (d) above shall produce an Acting Dean who shall hold office for one year or at the pleasure of the Vice-Chancellor. The tenure of such Acting Dean may be renewed through election for another one year only.

(f)       In case of any vacancy occasioned by resignation, retirement or removal of the elected  Dean, a         new Dean shall be elected within a reasonable time subject to the above provision.  Such elected Dean/Acting Dean shall assume duty immediately to complete the term of office of the former Dean/Acting Dean.

(g)      The Vice-Chancellor reserves the right to appoint any Senior Academic Staff as a Dean of Faculty in case of a vacuum or special circumstances.

 

APPOINTMENT OF HEADS OF DEPARTMENTS

(i)        A Department in the University shall normally be headed by a Professor, irrespective of whether they are on sabbatical or on contract appointment.

(ii)      In the absence of a Professor, a Reader or a Senior Lecturer shall be appointed as Acting Head.

(iii)     In the absence of a Senior Lecturer, the Dean of the Faculty should oversee the affairs of the Department until a Senior Lecturer or a higher academic staff is available.

(iv)     Appointments shall be done majorly through consultation by the department, through the Dean’s Office with the Vice-Chancellor.  A Head of Department shall serve for two years renewable for another term of two years only.

(v)     In case, there is only one eligible Professor, consultation will be held to ascertain the acceptability or otherwise of such a Professor as Head.

(vi)    A Professor having served two consecutive terms shall no longer be eligible for appointment until after two years have elapsed.

(vii)    In Departments where there are/is no eligible Professor (s), consultation shall be held to appoint Head of Department from among the Readers and Senior Lecturers in such a Department.

(viii)   Appointments made under (vii) above shall produce an Acting HOD who shall hold office for one year only.  The tenure of such an Acting HOD may be renewed for another one year.

(ix)    In case of any vacancy occasioned by resignation, retirement or removal of the appointed HOD, a new HOD shall be appointed by the Vice-Chancellor within a reasonable time subject to the above provision.  Such appointed HOD/Acting HOD shall assume duty immediately to complete the term of office of the former HOD/Acting HOD.

(x)    The Vice-Chancellor shall make appointment to the office of Head of Department subject to necessary consultation as indicated above.

(xi)   The Vice-Chancellor reserves the right to appoint any Senior Academic Staff or above as Head of a Department if and when the situation warrants.  Such officer will serve at the pleasure of the Vice-Chancellor.

 

APPOINTMENT OF SUB-DEANS

Sub-Deans are to be recommended to the Vice-Chancellor after due consultation among Lecturers in the Faculty for ONE YEAR, in the first instance, renewable for another one year.  The Vice-Chancellor will make the appointment.

Faculties are hereby directed to process 2014/2015 elections of Deans and Heads of departments where there are vacancies as stipulated above.  The recommendations of the Faculties must reach the Vice-Chancellor not later than Monday, 14th July, 2014.

Faculty Officers shall be the Returning Officers for the elections.
